In preparation for welfare reauthorization, the Consortium, in collaboration with the National Institute for Literacy and the Center for Law and Social Policy, commissioned a review of the research entitled “Built to Last” to document positive relationships between education and successful welfare back-to-work initiatives.  (2001)
