West Virginia Planning Initiative In fall 2002, West Virginia’s Office of Adult Education and Workforce Development embarked on a strategic planning initiative that included internet-based surveys sent to a large number of stakeholders. This document includes a description of the needs assessment process and actual survey questions, including ones that ask participants to identify top priorities.
